The party’s Rules and Bylaws Committee, a panel of 30 officials from across the country, began wading through a series of challenges over how the delegations from Florida and Michigan will be seated at the summer’s nominating convention.
The states were penalized for holding primaries in violation of party rules, but the dispute has taken on critical importance because of the narrow duel between Mr. Obama and Mrs. Clinton.
The meeting began shortly before 10 a.m., with a scores of supporters from each campaign, as well as activists from both states, taking their seats inside a ballroom of a Washington hotel.
The proceedings, which also were being aired on cable television, got off to a slow start, with a compromise not expected until early evening.
